Aug. 14, 2020 — The White House Office of Science and Technology Policy released a new report detailing research and development (R&D) investment in artificial intelligence (AI) and quantum information science (QIS), key industries of the future where the United States must lead the world.

The report identifies nondefense AI and QIS R&D spending for Fiscal Years 2020 – 2021 and demonstrates the Administration is on track to deliver on President Trump’s commitment to double investment by FY2022.

Nondefense AI and QIS R&D Summary: Fiscal Years 2020 – 2021

FY2020 Budget Proposal* FY2020 Enacted Estimate** FY2021 Budget Proposal
Artificial Intelligence $973.5 Million $1.118 Billion $1.503 Billion
Quantum Information Science $435 Million*** $579 Million $699 Million

*The FY2020 budget proposal is the baseline for the President’s doubling commitment.

**The FY2020 enacted estimate is based upon FY 2020 appropriations from P.L. 116-93.

***The FY2020 QIS budget proposal is comprised of funding from DoD, DOE, NIST, and NSF.

“This Administration has taken unprecedented action to prioritize American leadership in AI and quantum. These technologies are of critical strategic importance to our economy and nationals security, and we remain steadfastly committed to a significant and sustained emphasis on AI and quantum R&D amid strong global competition,” said Michael Kratsios, U.S. Chief Technology Officer.

“Today’s announcements advance American leadership in the industries of the future. Artificial intelligence and quantum information science hold the promise of improving the health, security, and prosperity of all Americans, and will continue to be top technology priorities for the United States,” said Chris Liddell, Deputy Chief of Staff, The White House.

Background

  • President Trump launched the American AI Initiative, the United States national strategy for AI leadership, in February 2019.
    • The American AI Initiative directed Federal agencies to prioritize artificial intelligence in their annual budget requests. The FY 2021 budget delivers on this request.
    • The Initiative also called for the Networking and Information Research and Development Program (NITRD) to develop a crosscutting report tracking nondefense AI R&D spending. The Networking and Information Research and Development Program (NITRD) released the Supplement to the President’s FY2021 Budget today, and a website that provides an AI R&D investments dashboard.
  • In December 2018, President Trump signed into law the bipartisan National Quantum Initiative Act, which greatly accelerated QIS R&D investment and coordination.
    • The legislation authorized $1.2 billion in QIS R&D over five years. The FY2021 budget request puts the U.S. on track to surpass that.
    • As directed by the legislation, the White House established the National Quantum Coordination Office to harmonize QIS efforts across the Federal agencies.
