White House Releases New Federal AI and QIS Investment Numbers 

The report identifies nondefense AI and QIS R&D spending for Fiscal Years 2020 – 2021 and demonstrates the Administration is on track to deliver on President Trump’s commitment to double investment by FY2022.

**The FY2020 enacted estimate is based upon FY 2020 appropriations from P.L. 116-93.

***The FY2020 QIS budget proposal is comprised of funding from DoD, DOE, NIST, and NSF.

Background

• President Trump launched the American AI Initiative, the United States national strategy for AI leadership, in February 2019.
  • The American AI Initiative directed Federal agencies to prioritize artificial intelligence in their annual budget requests. The FY 2021 budget delivers on this request.
  • The Initiative also called for the Networking and Information Research and Development Program (NITRD) to develop a crosscutting report tracking nondefense AI R&D spending. The Networking and Information Research and Development Program (NITRD) released the Supplement to the President’s FY2021 Budget today, and a website that provides an AI R&D investments dashboard.
• In December 2018, President Trump signed into law the bipartisan National Quantum Initiative Act, which greatly accelerated QIS R&D investment and coordination.
  • The legislation authorized $1.2 billion in QIS R&D over five years. The FY2021 budget request puts the U.S. on track to surpass that.
  • As directed by the legislation, the White House established the National Quantum Coordination Office to harmonize QIS efforts across the Federal agencies.
